New congregation accounting system

i ask because i handle the accounts in our cong and in our part of the world the new accounting system has just arrived whereby local congs do not have their own account any longer, but all funds outside of basic monthly costs is forwarded to an account controlled by the org.
this is causing huge confusion in our cong as we have to work out how much we need to keep back for monthly costs and the new idea is that you send all your extra cash to the org and if you need it back you can ask for it but we don't know how easy or hard it would be to do that.

This has been in effect in the US for more than 10 years now.
I handle the accounts in our Congregation. It is called "An Account On Loan To The Society", You could call it a Savings Account with the WT Society. Many Kingdom Halls after they pay off their mortgage, open this account to send funds to the Branch. This is so that if you need new furniture, carpet, etc., the funds will always be there without having to beg the congregation for "new"money. You more or less keep sending in the funds you had previously used for mortgage payments.
FYI, All Circuits used this arrangement.

Enjoyed working with a bunch of great people. It was better to work with them, than serving with them in the local congregation.

Christians please answer something for me
by confusedandalone inor should i say some things.... reading over another thread and a number of other threads i have to ask, why are we making excuses for jesus / god.. how can you fathom and all powerful god who created the universe and all the laws that govern it was not capable of:.
1. making sure the proper pronunciation of his name is not available.
2. that all his teaching are not preserved in an easy to discern manner so that ther is no confusion.

Just wanting clarification on the RBC
by joe134cd ini have been reading threads about how the rbc operates, so i sort of have a fair idea of what the answers will be.
but i would like to have a more direct answer to my questions.. where do the orders come from that a hall is in need of a remodel, or a new one to be built.. can the elders refuse a remodel or quickly built.. out side contractors are only allowed with rbc approval.
what are the consequences if say a kh needed a new roof, and secular contractor was hired.. is it a case that orders a given that a hall needs a remodel, and that the rbc will have total control, and look out for who ever gets in the way, and elders just have to simply comply.. this is the question i most want answered.

1) In the States, the RBC does an annual inspection of the KH. If you are paying on a loan from the Society, according to the terms of the loan, you must comply with the RBC.
2) The Society loan are 0% on the principle.
3) The RBC makes purchases from Home Depot, which gives them a Contractor's price of 10% off retail.
4) However, the RBC does charge the local congregation a 25% mark up on all materials; for the reason that the RBC uses these extra funds to purchase equipment, trailers, tools, etc.
